My hours were a little low last month. There were a few days when I had absolutely nothing to do, even after looking for work from everyone I usually work for. Of course, this means that I was in my boss's office twice last week for the big lecture. I am of the opinion that if there is no work to do, you should enjoy it because things get crazy again very quickly. My boss is of the opinion that you should walk into a partner's office and refuse to leave until he or she gives you work, and repeat the process with all partners.
At one point, he was completely livid and was wildly flipping through my hours report. His eyes went wide and he said, "You've even got a vacation day here! Who takes vacation when they have nothing to do?"
I've been wrestling with that question for a week now, and I still can't come up with a better answer than my original response: complete silence.
